It’s a Nevus Flammeus!

Technically this is a nevus flammeus nuchae AKA, “stork bite.” It is a congenital capillary malformation seen in newborns. It is transient and disappears by 12-18 months. If you see one on the eyelid the colloquial name is an “angel’s kiss.”
